Barbaricum is seeking a International Engagement Support SME to Supports the anticipated opportunity with J3-I Support Cell in planning, coordination, and execution of bilateral and multilateral key leader engagements, multinational events, and conferences. Provides unique administrative support to assigned international personnel including FLO/EXO in-processing, efficiency reports, and family support. Prepares and reviews executive correspondence for accuracy.
Responsibilities
- Provide SME support for planning, coordination, and execution of all bilateral and multilateral key leader engagements
- Prepare and review executive correspondence including review with partner nation personnel for accuracy
- Support planning, coordination, and execution of multinational events and executive-level conferences and symposia, including invitations and agendas
- Capture notes and prepare read-outs for multinational events; coordinate follow-up actions
- Conduct research and coordination to develop conference invitations, letters of congratulations, thank you notes, and other executive correspondence for the Command Group
- Maintain awareness of international engagements via J3-I and Command calendars, CAG, Engagement Tracker, Long Range Calendars, and HQ Visit Tracker
- Maintain a directory of international SOF key leaders and contacts across the USSOCOM and international SOF enterprise
- Track PN Foreign Visit Requests (FVR) and Headquarters Visit Requests (HQV) for international personnel attending USSOCOM HQ conferences
- Provide SME support for management of Annex A (Terms of Reference) and Annex B (Duty Descriptions) for international EXO and FLO positions
- Prepare interview packets for Division leadership (bios, interview sheets, annexes) for initial and exit interviews of assigned allied/partner personnel
- Provide information and support to PN SOF personnel and families; facilitate in-processing and onboarding
- Manage and track all PN SOF efficiency reports; ensure timely submission of reports, awards, and decorations
- Support out-processing of departing PN SOF personnel including departure awards and farewell ceremonies
- Perform close-out and escort duties as part of the Division’s Security Procedures
Qualifications
- Active Top Secret clearance with SCI eligibility
- Bachelor’s degree in international relations, communications, or other social sciences
- Minimum 5 years’ experience using marketing or communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level)
- Demonstrated executive writing skills
- Minimum 1 year experience in a multinational environment (experience can be military, academic, business, NGO, or with another agency of the US Government)
Additional & Desired Qualifications
- Basic language proficiency (1/1; basic conversation/writing) in Romance or European language (i.e., French, Spanish, Italian, other)
- Experience as Event Planner for Executive Level conferences and engagements
- Experience in use of social media analytic tools
- Ability to organize complex, inter-governmental events for over 500 people
- Experience with military protocol and international customs for senior leader engagements
- Experience coordinating with U.S. Embassy country teams, defense attaché offices, or security cooperation organizations
- Familiarity with DoD Foreign Visit Request (FVR) procedures
- Experience on the incumbent J3-I contract or direct familiarity with the Support Branch mission
- Experience managing FLO/EXO administrative requirements at a combatant command
- Proficiency in a Romance or European language as specified in SOW
