Barbaricum is seeking a International SOF Integration and Assessment SME for an anticipated opportunity with J3I.  Specifically, they will be responsible for drafting and maintaining country plans, supporting planning, coordination, and execution of international engagement events, and managing all MOA/MOU in support of J3-I personnel exchanges. Ensures the Division maintains fidelity of its efforts and investment of resources, integration with the broader USSOCOM Enterprise, and annual assessment of Return on Investment (ROI).

Responsibilities

  • Assist in drafting, staffing, and coordinating plans, roadmaps, MOA/MOUs in accordance with USSOCOM partnership plan and Commander’s guidance
  • Process, coordinate, and track all staffing actions regarding international negotiations for FLO/EXO presence; prepare engagement plans to ensure FLO/EXO talking points are included in KLEs
  • Draft and maintain country plans for J3-I partner nations outlining Operations, Activities and Investments (OA&Is)
  • Conduct liaison with TSOCs and relevant HQ Directorates to ensure country plans are aligned with TSOC and HQ priorities and objectives
  • Provide quarterly updates and annual assessment of J3-I country plans
  • Coordinate with other J3-I branches and sections to collect and maintain accurate information regarding country plans
  • Provide SME support to planning and coordinating international engagement events
  • Support development and staffing of engagement plans and strategies for negotiation of MOAs for new countries
  • Maintain a database of all USSOCOM international agreements affecting J3-I exchange and liaison officers and SOLO placement
  • Prepare staff packages for Chief of Staff-level approval for all J3-I related international agreements
  • Perform close-out and escort duties as part of the Division’s Security Procedure

Qualifications

  • Active Top Secret clearance with SCI eligibility
  • Master’s degree in international relations, economics, or related field
  • Graduate of Department of State Foreign Service Institute (FSI) or equivalent US military program of instruction
  • Served as Foreign Service Officer or Foreign Area Officer (FAO) with 10+ years’ experience as a member of a US embassy country team, deployed developmental worker, or other member of Department of State or US Agency for International Development (USAID)
  • Minimum 3 years’ experience in a federal agency, GCC, or service headquarters in policy development, international agreements, and strategy
  • Minimum 2 years’ experience or academic coursework in negotiations (acceptable example: experience negotiating MOAs or MOUs)

Additional & Desired Qualifications

  • Experience with international agreement negotiation and documentation (MOA/MOU/SOFA)
  • Familiarity with USSOCOM’s Special Operations Liaison Officer (SOLO) program
  • Experience with country plan development at a GCC or TSOC
  • Experience on the incumbent J3-I contract or direct familiarity with the Engagement Branch mission
  • Regional expertise in priority USSOCOM partner nation areas
  • Published policy or analytical work on international defense cooperation
